I put a dehumidifier in my crawl space to help keep that area under my
house drier (not a dirt floor crawlspace, it has a cement floor).

Will removing moisture from the air down there also help cut down on
bugs (is a drier environment "less friendly" for them)?

It will help..won't totally eliminate..but will help.

Related to this -- is it best to open the foundation vents in the
summer to allow air to circulate or is it best to leave everything
closed up? The 2' to 3' crawl space under my house stays very cool
because of the air conditioning ductwork but this causes some
condensation under the house. On the otherhand, the outside air is
very humid here in Virginia. Does anyone have an opinion? Thanks.

Unless the air is freezing and there is a chance of pipe damage, I would
leave the vents open all the time...you may look into some sort of fan
circulation too or as an alternative to the dehumidifier.
