Author Rat deterrent for outdoor garden

Here's the situation:

I'm part of a community garden located in downtown Philadelphia next to
the Schuylkill River and a park. We have rats as large as cats that
love to eat tomatoes and sunflowers. Every year we put out hundreds of
dollars in rat poison, though I don't think it's very effective. I'd
like to try using some kind of deterrent; any suggestions? From doing
some googling, it looks like Shake-Away Fox-Bobcat Urine Powder might
be an option. Are there any chemicals I should be looking at also? How
about an electronic ultra sonic device? Thanks.

I have yet to see anything work, including the fox/coyote urine granules
to keep them away and my situations are usually small or confined areas,
much less the open area you are describing. I have had success treating
customer flowers that seemed to attract rats/squirrels with a product
called ROPEL, but you would not want to use it on anything you are
growing for food.

I know some people who claim to have done tests by laying down a
perimeter around a garbage can and it worked. I was thinking of putting
the urine in containers all throughout my garden so to concentrate the
smell.
