I have a Heat Timer Control Unit that controls 16 units in an apartment
building. When in automatic mode the day/night temperature dial
settings don't turn the circulator on when selecting the correct
outside temperature.

Some switches work such as the manual toggle switch (turns on
circulator, the heat circulation established works.

Is it cheaper to fix this control unit or is it better to get a new
one? Where would one send such a unit to fix?

You are looking for the cheapest solution. Try sucking on the end of a
loaded shotgun. That should take care of the main problem.
