Quite the opposite. On a call for (G) alone low speed will be enabled.
On a call for (Y) high the blower relay will switch to high speed. If Y
is not connected to the board, then cooling will run with the lower
blower speed.
There are exceptions in which these speeds are reversed, usually by the
installer for whatever reason, but I've met one or two set up this way
from the factory. They would be the very rare exceptions.
