I need to be generally adviced how to be provided and distributed the
air in such premises.

Pay a professional. Use google. This is not a free community
college for people who don't have clue # 1, haven't done any research,

Well I haven't used these groups so far, so sorry. I have red this,
it's my clue:

I have ideas how to get the supply air in occupied zone, but I'm
thinking how to reduce the heat dissipation from (mostly) ceiling
mounted equipment? Local exhaust?!

Any ideas?

Yes. Call a pro. There is a LOT more to it than you are
going to learn in a few minutes, or a few years.

Especially since you're talking about a specialized
application.

You simply are NOT going to 'Do It Yourself', or 'Design It
Yourself', and get it right, or anything close to right.

And no, 'local exhaust' simply doesn't enter into the
equation, period. Not in this context.

Some mini split units should work well. The toughest part of planning will be
the load calculations. You need to figure out how big your rooms are, and what
demand the equipment will create, in addition to regular heat gain of the
building. If the cooling system will be needed year round be sure the outdoor
units are designed to work in cold temperatures.
