Its an ambiguous number Rick,
You'll have to talk to the *chief plans examiner* directly, in person (don't
do it over the phone), to get the correct info.
Show him your plans and survey with legal description and he'll make a
determnation.

I happen to design homes on an assortment of islands that have differing
requirements on how to measure a homes *height*.
On one island they want the height measured from the finished grade to the
peak of the roof.
Another island they want from finished grade to *mean* roof, which is
mid-way up the roof.
Another one they want from underside of 1st floor framing to peak of roof,
etc., etc.

And then there's the whole issue of *angle of sight* to prevent large,
square, unsightly boxes.

A 48' span at an 8/12 pitch will do it.
Back in the 70's they wanted the floor height on a home to be 1' above crown
of road.
Even that has become much, much more complicated now a days.
Believe it or not, it depends on whether you're on a septic system or not,
in Cape Coral.
