Wouldn't solid brick be more resistant to penetration by wind-driven debris
(and bullets)...? THat's what I think of when I think of strength - not
just that it stands up, but also, that it offers some protection.

((Meanwhile, considering the possibility of opening part of the wall
separating the utility room from the area under the stairway, and putting
in some reinforcement...))
