Thought I would post a follow-up...

When I set the timer to defrost and jumpered the freezer thermostat,
the heating element still did not heat up. Verified with my multimeter
that it was seeing voltage. Got a new OEM heating element (about $20
shipped from EBay) and now everything is working great.
