Yes, in common English, and as you say, 99.999% is not a lot more
than 99%, but in many applications, eg power grids and air traffic
control, there's a big difference between 0.001% (5 minutes per year)
and 1% (88 hours per year.) Phone companies design redundant systems
to meet an unavailability budget of less than 30 seconds per year.
