The design includes a electric water heater.

home water heaters come with thermostats that allow you to set the maximum
temprature to 140 or 170.

I have been reading that waste oil should be heated to 212 to boil off the
water to reduce the chance of soap.

Anyone know a place to buy a thermostat so I can set the water heater to get
to 212? I don't think one for a stove will work as it won't go low enough.

bypass the built-in thermostat, use an independent temperature
controller with the proper range. check johnson controls, grainger,
mcmaster-carr, etc. Something like the Ranco ETC line (-30-220F).
