Thanks to all you people I have found out what was wrong with my
Makenco generator. It was very poorly designed and I have sent
complaints to the Attorney General of both Louisiana and Florida
about the Rampower Co.
But now I would like to find a place to buy a CPS meter to make sure
the generator is putting out the correct frequency,
Any help would be greatly appreciated.

Here is the simplest and cheapest solution, plus it will read volts, watts,
power factor etc. http://www.ambientweather.com/tdp4400.html That is just one
example of where to buy it. Do a Google search and find 100 more,

skycraft parts and surplus, winter park fl. They have a website. They
have lots of those little vibrating bar freq meters from surplus gensets

CPS? Counts per second, cycles per second? Frequency perchance (Ok I've had
some cider). We have a company in the UK called Farnell who, I believe,
trade in the US who will sell you just about any sort of meter you care to
mention. Or try this google search

Sears/Craftsman has a multimeter that will do it for $30.

Try this place. I used one of their frequency meters to monitor my
generator. They have local distributors that should carry their meters.

Watch the wrap-around.
