Brownouts do horrible things to electric motors. They slow down, so
their cooling doesn't work properly, so they overheat and may burn out.
Next time, have an under-voltage cutout installed so the motor would be
switched off if the voltage drops significantly.

My guess is that the federal regulations are to guard against releasing
freons into the atmosphere. They're the things that destroy the ozone
layer. Any work on freon-containing systems now has to be done in such
a way that the freons are contained. This can be difficult and costly.
