Canada, like all other countries that have used the "Imperial" system of
measurement, has a fluid ounce which is the volume of one ounce (mass)
of pure water, and a gallon which is the volume of ten pounds of water.
To make these compatible with each other, there are 20 fl.ozes (NOT 16)
in a pint, 2 pints to a quart, and 4 quarts to a gallon.
These units are the result of a rationalization of the system which the
British undertook in the late 1700's, after the U.S. went its separate
way. As a result, Yanks still use a more archaic and chaotic set of
units.
Approximately, a U.S. gallon is 3.8 litres, and an Imperial one is 4.6
litres.

Given that the Canadian Imperial gallon holds 20% more than
the U.S. gallon any Canadian MPG rating is going to be about
20% more than the USA MPG rating. Thus a car which gets
40 MPG in Canada is going to get 33 MPG in the USA.--
which is still not bad but its not significantly higher than
other compact cars on the market.

The US gallon has 3.785 liters , the Smart car is rated Highway at 3.7 l
liters per 100 km. 100 km = 62.14 miles
Therefore the Smartcar exceeds 62 miles per US gallon on the highway.
That's better than just about anything I've
seen on the road in North America that had four wheels ;~)
