>From an attic I can see thru a hole in the gypsum sheathing the upright
portion of the aluminum step flashing. The problem is only about 2
inches of flashing is going up the wall and only one inch in some
spots. This can't be enough can it? I am trying to find some
standards for flashing installation but so far no luck. Can anybody
tell me how high the flashing should run up the wall?

NRCA, SMACNA, and some other sources suggest 4 inch minimum.

2 or 3" is the bare minimum. In coastal areas and areas where ice
damming is a problem, 4 or 5 " is preferable.
