googling "summer toilet leaking caulking"

| Doing a search of "summer toilet leaking caulking" gives a lot to look
through. The first thing I notice with this hit is check to see if flapper
is leaking by adding food coloring and checking the bowl. I think I could
probably get a better idea coming here first, and save some time and
caulking.
It has only just reached mid twenties C here in Toronto and it has just
started leaking again around at the floor level, near the intake, and around
the bases perimeter.
I was originally thinking I'd have to remove it and put in a new ring.
Then, when asking the guy at HD whether a std. wax ring, or the other
specialized ring was what I should get, I explained and he said it was 100%
an insulation problem. I didn't know yet, but we decided the tank was
probably not insulated on the inside. He pointed out the styro kit for
about $15. But the tank WAS actually insulated. Its a 25 year old AS, and
the styro wall insul is ~ 3/8" thick. But the edge toward the front and
rear inside has had the rather hard caulking come away from the tank so
there is a tiny gap (1/16"-1/8") where it bows inwards at the centers. The
styro reaches up to ~1-1/2" below the very top edge of the tank, and the
water level is about 1" below the top of the styro. When it flushes the
water does not seem to flow over and enter into the gap.
Whats my prob? What to do?
TANK 2: And, consequently I have another case to solve in the basement:
This a 40 yr. old Crane with ~3/8" styro insul, which has a sealed caulking
rim, water line under that again. I have not used it for about a year, and
after flushing it several times to get it back into working order it has
started leaking after every flush (as on the first) . It leaks maybe a cup
from the back bottom. The only thing I can figure is from the 2 bolts that
hold the top to the bottom. Is this it, and what to do here?
P.S. what type of caulking should be used. I'm just about to open a new
tube of GE Silicone II Kitchen & Bath (with mildew resistant preservative)
to use elsewhere anyways.
