Lots of questions:
So, does this builder actually have a license? I
if he does, why hasn't he been struck off, yet?
What sort of legal steps can you take to get the building rebuilt by a
reputable builder?
Is there a Master Builders Association or something similar that can look
into this on your behalf?
How do you want to see this resolved?

I think the captions to the photos show a remarkable sense of humour, given
the circumstances. I'd be spitting nails (which probably could have been a
good thing in your case, seeing how badly the 'builder' put his in!)
