The house I currently own has catehdral ceilings and the insulation is
run right up tight against the roof. This is bad as I get ice dams on
the lower edge.

Right now we have heating tape which is at best a stop gap method. The
questoin is can I build a second roof say using 2X2 firing strips and
plywood to get clearecne then put a new ridge vent and soffit vent in
to keep the air circulating,
