I did hot tar / flat roofing from 1975 to 1994.
the best roofs I ever seen were coal tar roofs. some were over 40
years old. I was surprise to see coal tar is back. thought it was to
toxic or hazardous to apply.

anyway go for coal tar and fiberglass roof felt. base sheet first ply
and then 3ply fiber glass. new flashing using roof cement and
fiberglass membrane or modified bitumen , like tamko 170 roll roofing
for wall flashing.

or roof reroof using 1ply base sheet and then tamko 170, applied
with cold adhesives. not mopped or torched!

stay away from rubber.
