Why is it that Home Depot can demand full payment upfront before the home
improvement is started but contractors in California can only get 10% or up
to $1,000.00 as a down payment at signing???

It might have something to do with the fact that the chances of Home Depot
taking your $ and running (or going out of business) is less.
