Deck Stair design and composite decking

I have composite decking which is flat on one side, but has an odd
design on the other like this:

Clip goes here | | | <--header with composite
deck over it

Im not sure how to overlap these on the edges of the stairs. DO I make
the edge of the top composite deck even with the composite over the
header? That seems odd since the composite cant handle loads.
