I think unless you own the walk the lull is on, you're gonna have a hard
time proving they did this. The walk isn't cracked in the pics, or even
visibly moved. What you have is not a true retaining wall. Looks
like a simple block wall. Depending on what you have on the other side,
this type of wall is not made to hold very much weight laterally. My
guess is it is pushing out from the other side. But...good luck.
