Author Rebarred cement deck beams?

Hi folks,

I'm new to this grp & now that I found it...

I'm building a deck with 8" concrete posts already planted
on a perimeter 6' outside the foundation. The plan was to
gang 4 2x12's to make beams out to these posts with a 2'
overhang for partial cantelever layout and to use 2x10 or
2x12 joists parallel to the foundation to support the finish
surface. Posts are nominal 12' to 14' apart. It sounds like
overkill but every winter a 4 foot layer of wet snow is a
possibility.

A friend suggested 3x12 reinforced cement beams (not concrete)
instead to save on costs (with two 1/2 inch full length rebars
in the bottom and 2 along the top of the outside half).

I've worked with cement and concrete but have never made any
beams. Would these be at least as strong as the four 2x12?

Thanks very much
