my ground is so rocky how shall i anchor the 4x4s in the concrete the
holes arnt deep enough

I had this problem too with my rocky soil. I purchased what I call a
digging bar - about 8' long steel bar with a sharp digging tool at one
end and a tamping end on the other. Worked great - but was tough on the
arms and took some time for sure. I would loosen the rocks/soil with
the digging bar for a few minutes - then use post hold diggers to clean
the hole. Then repeat about 5-10 times per hole. I found the bar at
Home Depot, but I am sure you can find at about any hardware store.
