I represent and run a residents groups for a large development of
apartments in a northern UK city. The developer has proved to be
substandard and although most apartment owners have individual claims
logged via NHBC, some of the issues with the development do not fall
within individual apartments.

Our question is, how do we go about getting a full building inspection
done for the whole development, in order to log this with the NHBC? Or
will the NHBC only deal with individual apartments?

What kind of company would offer such a service? Surveryors? Anyone
recommend a company? Has anyone had any experience of similar issues?

We would be happy to pay for this service.

I don't know how things work in the UK, but a quick Google search of Home
Inspectors in UK revealed 12 million links.
A home inspection may reveal many problems and it's quite possible that a
structural engineer may also be needed.

re buliding inspection.

what u need u is an independent report form a clerk of works, one can be found in the local phone book.
