This spring I planted a row of raspberry canes in a raised bed which had
been filled with spent mushroom compost the year before. Some of them
have now reached 8 feet and are still growing. Should I cut them off, or
tie them to horizontal wires? Is there some other method of keeping next
years raspberries within reach (apart from a ladder)?

I never had raspberries, but when growing blackberries, if the canes got too
tall to reach, I would cut them off just above a lateral cane that was
within my reach. Then the berries would grow on the lateral. I could then
take my cuttings, put them in water for sa few days and then dirt, and could
come up with some newly rooted plants.

I've got mine strung on 3 wires between posts, and when they get to the top
wire I train them along. Never had to loose more than a foot or so though.

I'm quite brutal, and cut them off at 6ft. I have tried tieing them
down, but found that unless you checked every week, they went up again.
Also, growing high takes energy, better used for fruit production! I
don't think the plant will care much either way, but more cane might
mean smaller (but more) fruit.

Last year I grew them up an 8ft bamboo wigwam, seemed as effective as
wires, and slightly easier for a smaller garden.

Hope this helps
