1. Is it legal for a municipality in Arizona to attempt to take a private
residence for less than fair market value? In this hypothetical case an
offer was made below the apprasied by value usimng hte appraisal made by the
appraiser hired by the municipality.

2. Can an Arizona licensed appraiser be sanctioned or even sued if he
makes an appraisal that is below market value to benefit one party or the
other. Intent may not be proveable, but assume that it can be.
