Author Roca/Sanigrif Cistern wil not fill with water

Cistern seems inacsessable,water goes straight into the Pan bowl.Can turn
water off .Any advice please?

Post seems incomprehensible, words go straight together without meaning.

I'm gonna make a WAG that he's talking about a pretty conventional
toilet with a stuck open flush valve.

The cistern (tank) isn't filling and the water keeps running into the
pan bowl (toilet bowl) without stopping unless he closes the shutoff.

Waiting to see how I did....
