Dummy question on testing the mains...

| Hi,
I am in a house that was build a while ago and doesn't have earth wire
in all sockets. What's more, sockets which do have it do not provide
pretection again equipment connected to them buzzing my hand or foot
when I touch it.
I got down to testing stuff and run into a lot of questions...
1. There is a lightning protection on the main power switch board...
Would it influence the connectivity between Neutral and Earth?
2. There is a 1.5v power between Neutral and Earth wire. Is it normal?
3. There is a 15-20mA flow between Neutral and Earth wire. Is this
normal?
Help greately appreciated.

How did you measure that?

| Dim wants Facts...
The buzz you get from the grounded (with the grn conductor) receptacles
is probably due to the fact that whom ever installed them didn't connect
the wire to the metallic box screw., trace back & check the source of
the if they are spliced & split from a gang box you need to connect the
gteen wier to the box., The Metal Box provides adequate ground in those
old household circuits.....
If they run to the Panel connect them to the green panel screw, your
troubles should be over...
There will always be a measure of current at the Mains between the
Common Ground & Earth Ground Bars when current is flowing through-out
it's circuits.
Lightning Disk Rod Protectors have nothing that would affect this., they
only work to keep the Lightening Bolt form entering your electrical
system running them to ground instead..
