The 2008 NEC contains a new article 708 addressing the requirements
critical operation power systems. This article is a result of work by
a special task group that worked on Emergency and Standby Systems for
Homeland Security.

Schools Districts in Anchorage, Alaska are obtaining Homeland Security
funds to install new generator systems that are critical operation
power systems so the schools can remain safe during disasters such as
the 911 event. These are federal funds coming from the Dept of
Homeland Security.

Before jurisdictions adopt the 2008 NEC they should be sure that they
are going to receive funding from Homeland Security to enforce Article
708. It is probably a fact that the NFPA has already received funding
for writing this Article. Don't get caught enforcing Homeland
Security requirements without receiving the compensation.
