I would appreciate any comments regarding the risks associated with
buildings wired with old Vulcanised India rubber cables. I am trying to
build justification to have these cables replaced and would like to
quanitfy the risk if they are left untouched. I wonder if there is a
legal requirement to replace such cables and / or any scientific data
on deterioration rates etc.

Any thoughts welcome.

Vulcanised rubber can perish when exposed to sunlight for long peroids.
It can also perish in extreme temperatures. Check any cables near bends as
these can create hotspots if bent to tight.
What type of environment are the cables exposed to?
