Author Surge immunity test on telecom ports

Dear all,

We have a question about how to perform surge tests to telecommunication
lines according to 61000-4-5. The standard specifies a decoupling network
with 20 mH inductance between EUT and aux equipment. We have tried with a
commercial coupling-decoupling network of this kind and we found out
communication problems between the EUT and the aux equipment (via 10baseT
data line), even before connecting the surge generator. We think this
problem is related to that decoupling inductance, but this inductance is
mandatory in order to comply with that standard.

Is it possible to perform the test even when the communication fails?
What should we do?

Thanks in advance.
