EN 61010-1 Lab equipment question

| Hi all, I have a question about equipment approved to EN 61010-1
(Electrical Equipment for Measurement, Control and Lab use). I have a
60950 background but 61010-1 is new to me.
I have seen many 61010-1 approved and/or CE marked products with
Hazardous outputs (like RF Power Supplies) that are operator
accessible. They typically have RF Type N or BNC connection on the
rear panels. Usually they are marked with either the Electric Shock
symbol (lightning bolt) or caution words like "Warning High Voltage".
Now I've tested these type connectors with the IEC test finger and they
do not pass the test, so I am wondering what in the standard allow
this.
Par. 6.6.2 does seem to allow terminals for external circuits that
exceed 1 KV rms or 1.5 K vdc to be marked with the symbol, but what
about hazardous live circuits below those levels.
Could someone please smarten me up on this?
