Author question for CANADIAN engineers

My girlfriend is applying for medical residency in several "outlying
cities" across Canada and her city ranking-order will be somewhat
influenced by my ability to find employment in these cities.

If you have a sense of ENGINEERING employment availability across
Canada, please rank the following cities from "best to worst" in terms
of the QUANTITY of engineering jobs available in each city. More
specifically, this would be for electrical or biomedical engineering.

Here is the list:
Winnipeg (Manitoba),
Saskatoon (Saskatchewan)
St-John's (Newfoundland)

General impressions about the cities are also appreciated. Thanks.

Look on the Web. For example, I have only ever
passed through St John's, but my impression was
that it is a small place. A search on Google
led me to http://www.stjohns.ca/ where I learned
that the population is less than 100,000. This
is small, so there will not be many employers to
choose from.

I live in Calgary with over 900,000 people. I
used to live in Fredericton, New Brunswick with
less than 50,000. In general, the bigger the
city then the greater the quantity of jobs
available. Cities also specialize (Calgary is
oil & gas) which distorts this general rule,
but I don't know of any city specializing in
biomedical engineering.
