EMC TESTS for circuit breaker???

| Hi,
we have to decide the EMC tests for an overvoltage protector & circuit
breaker; the device has simple electronics as it samples mains voltage in
order to decide when the overvoltage has dissapeared so that the line can be
recovered. It has a 4KHz osc., an A/D conversor, a comparator and some
relays. No input or output cables at all (it has a plugging basement). Which
tests apply to this device?, no cables, no frecuencies bigger than 4MHz,
relay breaker, etc.
No idea!!!!! HELP!!!!!!!!!

The circuit breaker is located at the input of what type of
installation? What is the target country? Looking at the application
provides some hints of what could be applicable.
I presume it is for the European market.
From a purely technical point of view, my reasoning is:
My guessing is, that the location of this device is most likely in an
industrial environment.
For this reason I would recommend to test the device according to EN
61000-6-2 in a representative installation.
From your comments above, I believe that you focus mainly on emission
tests (mentioning 4kHz/4MHz), but the immunity tests are far more
'interesting' for that kind of device. The manufacturer will have to
avoid, that any disturbance leads to malfunction.
If the location is within the premises of the power authorities, other
standards may apply (e.g. immunity to control signals within the power
grid etc.).
