I appreciate if anyone can give me the CISPR 16-1-1 EMI reciver/
analyzer specifications.

CISPR 16-1-1 Amd 1 Ed. 2.0 b:2006 Amendment 1 - Specification for radio
disturbance and immunity measuring appatus and methods - Part 1-1: Radi
disturbance and immunity measuring apparatus - Measuring appartus was $20
from the vendor. However you could download FCC Title 47, Chapter 1, Part
15 from the FCC for free.
Another possibility is link to "EMC Precompliance Testing"
